As you can see in the photos, there are cracks and overall black stains. The inside seems relatively clean. The fuzz on the Velcro is due to repeated use of the Velcro itself (enjoy lint on clothes), so it cannot be removed by hand. However, you might be able to improve it by cutting the surface with scissors.
In my personal opinion, it still sticks well enough to use.
